Project Overview

American Structural Engineering (ASE) served as a DBE sub-consultant to HDR for the Citywide Engineering Service Agreement (ESA), Contract No. HWCESA13A, providing engineering design and inspection services for the Kent Avenue Project. ASE deployed one senior and one junior engineer to prepare Maintenance and Protection of Traffic (MPT) plans following the latest design standards of the NYC Department of Design and Construction and NYC Department of Transportation. The ASE team performed a site visit to understand existing traffic volumes and patterns, reviewed construction, utility, and pavement plans, and subdivided the construction scope into six concurrent stages: Demolition of existing medians Installation of water mains and service connections Installation of catch basins and basin connections Construction of new curbs and sidewalks Construction of bus pads and medians Pavement resurfacing Site-specific MPT plans were developed for each stage, incorporating safe pedestrian and bicycle accommodations, access to driveways and building entrances, street parking, turning movements, and fire hydrant accessibility. ASE prepared conceptual plans for review, which were subsequently developed into preliminary and final MPT plans.
